Python PyQt5 запуск Qt Designer в Windows 7
Если его там нет, попробуйте установить: pip install pyqt5-tools .
Тогда дизайнер искать в: \Lib\site-packages\pyqt5-tools\designer.exe
Если python установлен, но не знаете его путь, можно попробовать узнать у него самого, введя в консоли:
python -c "import sys; print(sys.executable)" Если его там нет, попробуйте установить: pip install pyqt5-tools. ? Только что установил pyqt5-tools и в site-packages\pyqt5-tools нашел дизайнер
Может быть вы смотрели в папке с установленным Python, а не в документах: C:\Users\Username\AppData\Local\Programs\Python. pyqt5_tools\ Qt\ bin
Нашел там, после совета с установкой через команду: pip install pyqt5-tools от пользователя выше.
Я у себя с трудом нашел вот по такому пути:
C:\Users\\AppData\Local\Packages\PythonSoftwareFoundation.Python.3.9_qbz5n2kfra8p0\LocalCache\local-packages\Python39\site-packages\qt5_applications\Qt\bin 
Так как с недавних пор можно установить интерпретатор питона версии 3.9 с магазина Windows Store, питон может у кого-то, кто так и сделал, являться приложением магазина со всеми вытекающими. Потому, не смотря на, возможно, до сих пор актуальные предыдущие мне ответы, оставлю свои два варианта. Во втором варианте отличие от предыдущих ответов — папка «qt5_applications».
Установка выполнялась посредством исполнения команд: pip install pyqt5 | pip install pyqt5-tools (была оф. версия 3.7.7) и pip3.9 install pyqt5 | pip3.9 install pyqt5-tools (версия 3.9 скачана приложением из Windows Store, команды исполнялись в PowerShell от имени Администратора)
Актуально для Windows 10, но смею предположить, что и для «Семёрки» также будет актуально за исключением того, что в ней, как мне помнится, нет и не было магазина Windows Store.
Нет designer.exe в папке pyqt5-tools
Я в консоли написал команду: pip3 install PyQt5 . У меня установился PyQt , но я не могу найти там designer.exe . Я уже просмотрел много форумов, где нужно было установить pyqt5-tools , и всем им это помогало, но мне не помог. (папка pyqt5-tools ). У меня есть только эти 4 папки и 3 файла. Я там не нашёл designer.exe , пожалуйста, помогите!

Не знаю, чем вызвана у вас проблема, но можно скачать его отдельно. На маке это по сути было лучшее решение, как насчет винды не знаю, но это кажется удобным.
Вот моя последовательность действий по добыче «designer» сносим все лишние питоны устанавливаем 3.9 (3.10 не совместим с тулсом). pip install pyqt5 (смотрим что установилось все без ошибок) pip install pyqt5-tools (смотрим что установилось все без ошибок если что проверяем что питон 3.9) у меня файл designer.exe так и не появился (зато появился qt5-tools) даем командную строку qt5-tools designer (можно создать ярлык на файл qt5-tools и дописать в него designer)

Как запустить QT Designer?
Qt Designer — одна из частей фреймворка Qt. Это графический редактор, который позволит создавать элементы интерфейса вашей программы «с нуля». Окна, списки, чекбоксы, комбобоксы — всё, что вы привыкли видеть в реальных веб-приложениях
Приложение Qt Designer устанавливается вместе с библиотекой PyQt в Python. Для этого в командной строке необходимо запустить установку с помощью системы управления пакетами (pip): pip install pyqt5
После того, как PyQt установилась, у многих начинающих программистов, которые впервые сталкиваются с работой в этой среде, а как найти QtDesigner? Куда это всё установилось?
Самый простой способ быстро найти QtDesigner — это скопировать путь до директории в командной строке при установки PyQt.
Открываем директорию C:\Users\1\AppData\Local\Programs\Python\Python37-32\Lib\site-packages\ и ищем каталог pyqt5_tools
Итоговый путь для QtDesigner — C:\Users\1\AppData\Local\Programs\Python\Python37-32\Lib\site-packages\pyqt5_tools

скопировать папку
…\AppData\Local\Programs\Python\Python39\Lib\site-packages\PyQt5\Qt\plugins\platforms
вставить сюда
…\AppData\Local\Programs\Python\Python39\Lib\site-packages\qt5_applications\Qt\bin
Зачем такие сложности с путями, правами и т. д. PyQt5-tools как раз и предназначен, чтобы их не было. Qt5 надо ставить с ним:
pip3 install PyQt5-tools
И всё. Неважно куда и что установится и где будут библиотеки. Можно запустить любой инструмент, например так:
PyQt5-tools designer
или так:
qt5-tools designer
