403 Forbidden Access on CSS / JS Folders and Files #736

I use Roots quite often and really enjoy so thanks @retlehs for all the hard work getting this rolling.
Although, most recently I’ve ran into an issue that’s left me lost.
After a fresh install, I’m getting a 403 on my CSS / JS files only. Other themes work but when I move roots installs that I’ve setup just a few weeks ago to the WP install they don’t work.
I tried an older version of WP thinking the release was corrupted but it’s current on the other site I referenced AND the fresh install.
I’ve commented on a thread in the Google Group detailing my problem first and here’s a recap of my process:
Replaced / Deleted the .htaccess file
Replaced the theme files with a new install.
Replaced all WP from a new install.
Delete the entire directory on my server and reinstalled both.
Tried 1 — 4 a few times again, no luck..
Moved locally, and tried 1 — 4 again.. with no luck.
After wasting two days on trouble shooting this I’m looking for answers.
Any suggestions or comments regarding the issue?

Yay, looks like one of URL checkers can reproduce my problem here.
Additional info: My IP Address is 167.205.22.xx. It's IP address of Squid load balancer.
After getting help from Jason Harvey aka alienth (still wondering where is his diamond name), the page was load perfectly. However, recaptcha.css URL still gives 403 Forbidden status. This online checker also confirmed my case.
